ALTER-EU Briefing on Mandatory Lobby Register

Jean-Claude Juncker has stated: “I will… propose an Inter-institutional Agreement (IIA) to Parliament and Council to create a mandatory lobby register covering all three institutions”. However, for many reasons, as set out in the attached briefing, ALTER-EU is concerned that an inter-institutional agreement will not create a genuinely legally-binding register.
